Andorra has one of the most favourable tax systems in Europe. The country offers a legal route to residency through its passive residence programme. A residence permit may be obtained by purchasing real estate worth from EUR 400,000, placing funds in an Andorran bank or investing in other approved assets. To maintain the status, residents are required to spend at least 90 days per year in Andorra. Residents may benefit from no tax on dividends and capital gains, while also reducing their personal and corporate tax liabilities. The residence permit can also cover eligible family members, including a spouse, children under the age of 25 and financially dependent parents.

Owners of international businesses
Residents can manage companies abroad while benefiting from a low tax burden. Assets can be structured through Andorran holding companies, potentially achieving an effective tax rate of 2%. At the same time, residents retain their mobility, as they only need to spend 90 days per year in the country.
Investors and wealth managers
Wealthy retirees and individuals living on passive income
Residents can live on passive income, while foreign-source income is not subject to local taxation. They also benefit from premium healthcare and a safe living environment. Investors can maintain their usual lifestyle while spending only a limited amount of time in the country.
IT entrepreneurs and digital nomads
Online businesses serving clients worldwide can operate with a 10% tax rate. Andorra offers high-speed internet and well-developed infrastructure, while the technology hubs of Barcelona and Toulouse are located nearby.

Passive residence status does not allow the holder to take up employment or conduct business activities in Andorra. All income must come from sources outside the country. However, a resident may serve as a director of an Andorran company and receive passive investment income.
For annual income above EUR 40,000, the personal income tax rate does not exceed 10%, while the first EUR 24,000 is tax-exempt. Dividends received from Andorran companies are not taxed. Andorra does not levy inheritance, gift or wealth taxes. Capital gains from the sale of real estate are exempt from tax after 12 years of ownership.
There is no language examination for obtaining a residence permit. Sworn translators translate all required documents into Catalan. Spanish, French and English are also widely spoken in the country.
Andorra does not offer a citizenship-by-investment programme. Citizenship is available only through naturalisation after a prolonged period of residence, including under passive residence status with a minimum stay of 90 days per year. The required period may be reduced for applicants who studied in Andorra or are married to an Andorran citizen.
The initial residence permit is issued for two years and can subsequently be renewed. To maintain the status, the applicant must retain the qualifying investment, spend at least 90 days per year in Andorra, hold valid health insurance and continue to demonstrate sufficient financial means. The renewal process can be completed remotely with the assistance of a local representative.
