The Premium Residency program was introduced by the Saudi Arabian government as part of its Vision 2030 national development strategy. Foreign investors can choose between two routes. The first provides permanent residency in exchange for a one-time contribution to the economy, while the second offers a residence permit through the purchase of personally owned real estate. The status is fully independent: it is not tied to a specific employer and does not require sponsorship from a Saudi national.
Premium Residency holders can own 100% of a company and manage their assets independently, without involving local partners. Dividends, personal income and income from overseas assets are not subject to personal income tax. The main applicant may also include their spouse, parents and children under the age of 25, allowing the entire family to benefit from the status.

International entrepreneurs
The program allows participants to own 100% of a company in Saudi Arabia without a local sponsor, register a business efficiently and operate in sectors prioritised under Vision 2030. Residents can also open corporate accounts with Saudi banks, raise capital through accredited funds and grow their business in a G20 economy with no personal income tax.
Investors
Residency provides access to Saudi Arabia’s financial system, including the ability to hold accounts with local banks, structure assets in accordance with Sharia principles and expand into Gulf markets. Residents may also purchase residential and commercial property in designated areas and obtain long-term leases of up to 99 years in Mecca and Medina for investment purposes.
Families with children
Applicants may include their spouse, parents and children under the age of 25 in the application. All eligible family members receive the same residency status, which is not tied to an employer. Families are also exempt from the annual Expat Levy, which can result in savings of up to SAR 72,000, approximately USD 19,200, over five years. Children may attend international schools, while all family members have access to high-quality healthcare services.
Financially independent foreign nationals
Saudi Arabia offers favourable conditions for individuals who live on passive income. Residents do not pay personal income tax, including tax on dividends, interest or royalties, and can manage their assets through the country’s stable banking system. This status makes it possible to live in a secure jurisdiction with advanced infrastructure without being required to conduct business.

This program offers permanent residency in exchange for a one-time payment of SAR 800,000, approximately USD 215,000. The status has no expiry date and does not require renewal or mandatory residence in the country. Holders are permitted to work and conduct business in Saudi Arabia.
The applicant’s parents and children under the age of 25 may obtain permanent residency as part of the same application.
This option requires the purchase of a completed property worth at least SAR 4 million, approximately USD 1.05 million, in the applicant’s sole ownership.
The residence permit remains valid for as long as the property is retained, and no sponsor is required. Eligible family members included in the application may also receive residence permits.
